2026年3月22日至27日，第23届国际海事仲裁员大会（ICMA XXIII）在新加坡圆满举行。本届大会由新加坡海事仲裁院（SCMA）主办，汇聚来自全球30余个国家和地区的海事仲裁领域权威专家、法律从业者及行业领军人物，围绕“塑造海事仲裁的未来”这一核心议题，就世界各国仲裁法律以及海商法律的修订和发展、国际贸易与航运、国际制裁、航运脱碳转型及跨境裁决执行等前沿问题展开深入交流与研讨。

The 23rd International Congress of Maritime Arbitrators (ICMA XXIII) was successfully held in Singapore from 22nd to 27th March 2026. Hosted by the Singapore Chamber of Maritime Arbitration (SCMA), the conference brought together leading experts, legal professionals, and industry leaders in the field of maritime arbitration from over 30 countries and regions worldwide. Under the core theme of "Shaping the Future of Maritime Arbitration", participants engaged in in-depth exchanges and discussions on cutting-edge issues such as the revision and development of arbitration and maritime laws in various countries, international trade and shipping, international sanctions, decarbonization of shipping, and cross-border enforcement of arbitral awards.

The speech, centered on "The Impact of International Sanctions on Chinese Maritime Legal Practice," systematically analyzed legal conflicts and compliance challenges in cross-border maritime and commercial contexts, drawing on Chinese Anti-Foreign Sanctions Law and judicial cases. It highlighted the approaches to resolve related disputes, key operational points, and judicial explorations in Chinese legal practice, providing the international maritime arbitration community with a highly valuable Chinese perspective and practical experience.
